Borno State Governor Babagana Zulum has asked local government chairmen to remain in their respective zones.

The governor instructed them to sign attendance registers four times a day to certify their presence at their assigned posts.

Zulum made the command on Monday in Maiduguri, the state capital, while presiding over the swearing-in ceremony for 27 elected council chairmen.

The governor directed the Ministry for Local Government to immediately deploy biometric data capturing machines to the local government areas for their chairmen to thumbprint daily at 8 a.m., noon, 2 p.m. and 3.30 p.m.

He said the measure became necessary to check absenteeism or absconding from work by any chairman without genuine reason.

Zulum noted that “abscondment remains an impeachment offence”.

He added: “We have advised chairmen, times without number, but the advice has not been adhered to strictly.

“We have now designed a measure to ensure their presence, which is very important.”

The governor noted that with improved security across the state, the local government chairmen needed to be with their people to support his administration’s commitment to rehabilitation, reconstruction, and resettlement of displaced persons.

He urged them to manage the local governments’ scarce resources judiciously.

Zulum also tasked the newly sworn in chairmen to spread development projects across all communities in their domains.

He also tasked them with working closely with security personnel in consolidating peace and the return of civil authority in their domains.

The News Agency of Nigeria (NAN) reports that the governor also presided over the swearing-in ceremony of seven permanent secretaries and 29 special advisers.
