The Human Rights Writers Association of Nigeria (HURIWA) has announced Brigadier-General Mohammed Buba Marwa (rtd), Chairman and Chief Executive Officer of the National Drug Law Enforcement Agency (NDLEA), as its Man of the Year for 2025, recognising his exceptional leadership in steering Nigeria’s fight against drug trafficking and substance abuse.

A statement signed by HURIWA’s national coordinator, Emmanuel Onwubiko, on Wednesday, said the group’s analysts concluded that Marwa’s tenure at the NDLEA represents a rare combination of measurable impact, integrity, and innovative strategy in public service, setting a new benchmark for law enforcement leadership in the country.

“Since assuming the agency’s helm in January 2021, Marwa has overseen unprecedented operational results, with the NDLEA recording more than 73,000 arrests of drug traffickers and dealers, securing over 12,000 convictions and seizing more than 15 million kilograms of assorted illicit substances; achievements that surpass the cumulative performance of several past administrations combined.

“Under Marwa’s stewardship, the NDLEA has not only ramped up interdiction operations but also expanded its demand-reduction initiatives, spearheading nationwide public awareness campaigns and rehabilitation programmes that have reached millions of Nigerians. His leadership has emphasised a holistic approach to the drug menace; balancing aggressive enforcement with education, prevention, counselling and community engagement, elements that HURIWA’s review identified as critical to sustainable impact,” the statement said.

HURIWA further noted that Marwa’s tenure has been marked by transparency and accountability, with no corruption scandals undermining the agency’s work, a distinction that underscores his commitment to ethical public administration. His reappointment by President Bola Ahmed Tinubu for a second five-year term was praised as a strong endorsement of his work and a vote of confidence in his capacity to protect the nation’s youth and communities from the scourge of drugs.

In naming Marwa as Man of the Year 2025, HURIWA highlighted his role in restoring public trust in a once-challenged institution, transforming the NDLEA into one of Nigeria’s most credible and results-driven agencies. The association asserted that Marwa’s leadership exemplifies the calibre of service, discipline and innovation necessary to tackle complex national challenges and inspire future generations of public servants.

HURIWA’s National Coordinator, Comrade Emmanuel Onwubiko, in the statement, congratulated Brig-Gen. Marwa for his exemplary service, urging continued public and institutional support to sustain the momentum in Nigeria’s ongoing battle against illicit drugs and related social vices.
